		<description>Stocks have two components in the price ...their business value and their speculative value. At the peak of a bubble the speculative values can get ridiculously high. Then the unavoidable crash occurs. 

The P over E ratio might be a  good measure of whether stocks are cheap. A P/E of 1 or less might be considered as cheap. 

For example
RIM is at $67 with a P/E of 20...not cheap by a long shot.
POT is at $81 with a P/E of 12 ....still too expensive.
TD Bank is at $56 with a P/E of 11...also not cheap.

A large price drop on it&#039;s own is too crude a measuring stick.</description>
